FORT WALTON BEACH – A cursing man told a Fort Walton Beach Police officer he paid for two packs of toilet paper that were on his bicycle. But he could not produce a receipt and a store manager confirmed by way of video footage that he never entered the store.

The incident occurred July 7 at the Dollar General store at Choctaw Plaza. An officer saw a man pushing a bicycle and later wrote in an arrest report the man appeared to be drunk, based on the way he was walking.

The officer said the man walked by an outside sales rack and took two packs of Angel Soft toilet paper, put them on his bike, and headed toward Auburn Road.

The officer stopped the man in front of the Social Security office and asked if he’d paid for the toilet paper. The man said he did and started cursing the officer, according the arrest report. The officer told him to go back to the store and confirm the purchase.

The store manager reviewed video footage which proved the man hadn’t come inside. He did not have a receipt for the $11 worth of toilet paper.

He was charged with retail theft and has a plea date of July 30.
